"Philip Smith, a Liberty resident who addressed council Monday night, asked council members to address the way recycling pick up is performed in Liberty.Smith claimed that the city tosses his recycling bins into his yard, and in the process, a portion of the recyclable materials he has collected end up littering his yard.Residents like Smith, who are doing their best to recycle as much as they can, are those who fear financial penalties ..."

I would be angry too. Anything worth doing is worth doing right! Those that pick up the recycling, should care about recycling,and want to do a good job. I'm sure they get paid to do what they are doing and should pay the consequence of doing a lousy job.
